While U.S. armed forces were mobilizing against Afghanistan, one of America’s first salvos in its war against terrorists was quietly fired by President Bush—at the financial infrastructure of terrorism. This ABC News program looks at efforts to freeze the assets of terrorist organizations such as Osama bin Laden’s al Qaeda. But the training and sustaining of September 11th’s suicide bombers cost very little, and terrorist bankrolls, funneled through shadowy intercontinental networks, are notoriously hard to trace. Can the president’s strategy succeed? Jonathan Winer, former Deputy Assistant Secretary of State for International Law Enforcement, and Michael Bromwich, former Inspector General of the Department of Justice, provide insightful commentary.
