As in most of America, an economic earthquake shook southern California in the early 1990s. It was San Diego’s worst economic slump since the Great Depression. The aerospace industry, anchor of the local economy, was left in ruins. In the aftermath, business and civic leaders sought to reinvent San Diego—a microcosm of America. They envisaged a city of the future: a high-tech center for software development, biomedical research, and wireless communications that would drive San Diego’s economic growth into the next century. Neil Whitely-Ross, Vice President of the San Diego Economic Development Corporation, is a leading strategist and pitchman for the city. Whitely-Ross’s mission is to attract high-end jobs to San Diego by aggressively selling the advantages of cheap labor in Mexico to companies all across America, and to their global competitors.
